2010 Special Instructions
Leader and Scout Information
Below is additional information which clarifies a number of points agreed to by the State Mindari in June 2010 which will be in effect at the State Rally 2010.
TRAFFIC / VEHICLES
All vehicles must display the Rally badge format from their own Region or HQ, if they are HQ Staff. Without this they will not be able to enter the park below SITE 1. Once leaders are on their RACS, their vehicles are not to be moved around the site until after Closing Ceremony. The only exemptions to this are emergency vehicles.
CHECK IN
All patrols MUST check in at Rally Headquarters (Site 8) prior to moving off to RACS on Friday night.
Patrol Leaders will be issued with all required information for that patrol at check in, and can then proceed to the designated RAC for weigh in and setting up of camp.
WEIGH IN
All Patrols will be weighed in on Friday night on their designated RACS. Prior to weigh in, if the patrol need to remove uniforms from packs for storage - please assist them with this.
UNIFORMS
All Scouts and Leaders are required to be in FULL UNIFORM for Closing Ceremony. To help reduce pack weight, scouts can leave their uniforms at the RAC they start on (as they will finish there).
Patrols need to come equipped with a strong garbage bag to place all patrol members uniforms in, clearly mark with that patrol's name, region and patrol rally number.
Bags will be stored safely on the RACS HQ.
RACS
All RACS have their own First Aid Stations - please ensure injuries and maladies are triaged there.
All RACS to supply adequate Fires for cooking please.
All RAC Leaders to ensure cooking occurs in the designated cooking areas - not in or beside tents!
All RACS note that Camping Scoring occurs Saturday evening.
CLOSING CEREMONY
At the Closing of the RACS on Sunday lunchtime, the Main road of Cataract will also CLOSE to ALL Traffic. YES ALL TRAFFIC!
There will be NO movement of vehicles on the main road until after Closing Ceremony to safeguard our Scouts who will be transiting to the Mini Arena for Closing Ceremony.
Parents coming onto the site to collect their scouts will be directed to park on SITE 9 and walk from there to the mini arena.
Whilst there is sure to be some people how feel these guidelines are not meant for them, be assured they are applied to everyone, as the safety of our youth members is paramount.
There will be a barricade on the main road adjacent to Site 9 to control traffic.
STATE SCOUT YOUTH COUNCIL
SSYC meeting for Region SYC representatives will run at 7.00pm Saturday evening.
Each region should have 3 elected representatives in attendance. These representatives will be collected from their RACS by the SYC mentors and escorted to and from their RACS to the Meeting place (Comm Bank Building). They will have cards to identify themselves as a SYC rep.
REMINDERS
Leaders are reminded to not go walking around to find their scouts or to assist them in the carrying of gear, setting up of tents etc. this is a competition camp. They are fine and if needing assistance will gain it from the scouts around them or the leaders on their RAC.
Please remind all scouts they MUST check in and check out of each RAC and they cannot just wander around. We track all patrols to ensure their safety, and so that in an emergency we know exactly who is where.
After last State Rally, the State Mindari agreed there was to be NO LOLLIES or JUNK FOOD/DRINKS to be on sale on the RACS. Whilst it is attractive to make money for your region in these sales, the junk food creates many problems. Please adhere to this ruling!
For Scout Leaders
Patrol Registration
The Patrol Leaders can register their patrol online or via a paper form. At the end of the online registration process an application form is produced. This form has to be downloaded and printed. The process from this point is the same whether the online or paper process is used:
- The PL collects the Rally fee ($20 per Scout) from the Scouts.
- The PL passes the application form and fees to the Scout leader.
- The Scout leader checks the form, especially in relation to whether this is a competitive patrol.
- If the form is correct then the Scout leader signs the form.
- The Scout leader gets a troop cheque drawn to cover the Rally fees for all patrols from the troop.
- The Scout leader sends the application form(s) and cheque to their Regional Commissioner (Scouts) for approval.
Leader Registration
Leaders at Rally are accomodated and assist on a RAC (Rally Activity Centre) and are primarily involved in running activities. Leader registrations are not handled centrally but by each region. Leaders attending Rally need to register with their Regional Commissioner (Scouts).
Leader Fees
Fees for leaders attending Rally are the same as those for Scouts at $20 per leader. This does not include catering. As catering is handled by each RAC the cost will vary. Check this with your Regional Commissioner (Scouts).
All leaders attending Rally receive a badge.
